Increasing access to and utilization of reproductive health (RH) services in developing countries is critical to improving RH outcomes and reaching the Millennium Development Goals, especially the reduction in maternal mortality. The purpose of this primer is to introduce decision makers to the basics of health insurance and outline some key issues related to leveraging insurance programs to include RH services.
