One of the current recommendations for tackling
the health sector staffing crisis faced by many
countries is that they should have comprehensive
and coherent human resources for health (HRH)
strategic plans. Such plans normally include
strategies for strengthening performance of staff,
improving staff retention and adapting to any
major structural changes that may be occurring
(for example, decentralization).
